Analysis

Drone warfare now targets energy infrastructure, shipping lanes, mineral resources, and city centers. States use drones to strike deep, test defenses, and signal resolve without sending pilots across borders, while non-state actors and criminal groups adopt similar tools at far lower cost.

Three patterns stand out. First, infrastructure is now a primary target: Ukraine has hit oil pipelines, Russia has hit power grids, and drones have struck ports and tankers in the Gulf.

Second, UAS range is expanding. Ukraine reaches Moscow and Russian energy hubs, armed groups in Afghanistan strike across borders, and China rehearses operations around Taiwan. Distance no longer protects capitals or critical sites.

Third, governments are racing to adapt. Germany and Australia are investing heavily, the United States is tightening domestic airspace rules, and analysts warn that NATO is not prepared for Arctic drone conflict.

This strike is notable on several fronts, beginning with the unresolved question of attribution. The Congolese armed forces, operating alongside the Wazalendo militia, are the most likely suspects, yet neither has claimed responsibility. At the same time, other regional actors with drone capabilities and a vested interest in the conflict cannot be ruled out.

The timing is equally strategic. Even as U.S. President Donald Trump and Qatar lead renewed peace efforts, clashes have persisted in recent weeks, and this strike now threatens to further derail negotiations at a particularly fragile moment.

Drone Warfare in the DRC

Over the past several years, eastern Congo has become one of Africa’s most drone-intensive conflict zones. The Congolese army has maintained relative control of the skies by acquiring long-range attack drones, notably China’s CH-4 and Turkey’s TAI Anka. In response, the Rwandan army has deployed sophisticated GPS-scrambling systems along the border, which UN experts say also disrupt civilian and humanitarian flights. Foreign mercenaries from private military companies have also been present in the east to operate drones on behalf of the Congolese army.

On the other hand, Wazalendo militia fighters recovered an Estonian-made Threod Systems EOS C VTOL drone valued at over $150,000, exported only to Rwanda, from an M23 position in Masisi in March 2025. This added to mounting evidence of Rwandan drone support for the rebel group. M23 has also benefited from Rwandan-backed anti-drone weaponry as it continues to seize territory across North and South Kivu.

The humanitarian toll of this aerial buildup has been severe. During M23’s offensive on Uvira in December 2025, the use of attack drones, large-caliber artillery, and other heavy weapons resulted in at least 74 civilian deaths and 83 wounded, according to the UN. Both sides have accused each other of striking populated areas. The spread of armed drones sourced from China, Turkey, Estonia, and elsewhere has transformed this conflict into a technologically sophisticated proxy conflict with regional implications.

This strike fits squarely within this escalating pattern and will be important to watch for any claimed attribution or retaliatory response in the coming days.

On 1-2 February, eight explosive drones targeted Bangoka International Airport in Kisangani, northeastern Democratic Republic of Congo. Congolese forces shot down all eight. If this attack were an M23 operation, which authorities claim it is, it’s M23’s deepest strike yet into the west.

Since M23 captured Goma in January, Kisangani has become Congo’s main base for military jets and drones used against the rebels. Attacking this far west shows that M23 can reach beyond its eastern stronghold and hit the government’s military supply lines.

This attack stands out for three reasons. First, reaching Kisangani from M23-held territory means the rebels either have drones capable of long-range strikes or hidden staging areas closer to the target. Second, instead of random attacks, M23 is deliberately hitting specific military infrastructure that supports operations against them. And third, eastern Congo holds massive deposits of cobalt and coltan, minerals, making control of this region about much more than territory. The conflict has already displaced over 7 million people.

Drone Warfare in DRC

M23 accused Congolese forces of launching 31 drone strikes between January 29 and February 1, claiming they hit civilian areas, including homes, churches, and schools.

Earlier in January, a Congolese drone strike in Masisi killed at least 22 people, according to M23. The government said M23 staged a propaganda funeral for the victims, while researchers questioned whether all the dead were civilians. Both sides blame each other for hitting civilian targets.

Congo and UN experts say Rwanda backs M23 with weapons and support. A 2024 UN report documented Rwanda using missiles to help M23, including one fired at a UN drone. Rwanda denies supporting the rebels, but the sophistication of attacks such as the Kisangani strike suggests that M23 has access to advanced technology beyond what most rebel groups possess.

Negotiations are ongoing in Doha, but fighting continues, and the UN announced it will soon deploy a peacekeeping mission to Uvira, DR Congo, to monitor the regional ceasefire.

The drone war in Congo is no longer contained to the east, and the attack in Kisangani shows the M23 has the capabilities to expand west.

Differing Drone Strategies

Sudan’s war involves the Sudanese Armed Forces (SAF) against the Rapid Support Forces (RSF), a paramilitary group that evolved from the Janjaweed militias. Drones have leveled the playing field; although the RSF has no air force, its drones enable it to strike targets across the country.

The SAF relies on Iranian and Turkish drones like the Mohajer-6 and Bayraktar TB2, which are precision weapons designed for surveillance and targeted strikes. These drones can carry up to 40 kilograms of munitions and reach targets 2,000 kilometers away.

The RSF employs sophisticated Chinese Wing Loong II drones and Serbian VTOL systems, and also weaponizes commercial quadcopters. RSF fighters have modified off-the-shelf drones to drop mortar shells, turning easily available tech into weapons. According to Andreas Kreig, a security expert at King’s College London, this reflects the RSF’s “decentralized force with external supply options” where “approval chains are shorter, and the appetite for improvisation is higher.”

Foreign Powers Involvement

Both sides rely on international backers who ship weapons through a network of smuggling routes designed to circumvent embargoes.

The SAF receives support from Iran, Russia, Egypt, and Turkey, often using Eritrea and Port Sudan as entry points. Iran reportedly provides drones in exchange for a potential Red Sea naval base, while Russia switched its support from the RSF to the SAF in 2024, also seeking naval access.

The RSF’s main backer is the United Arab Emirates, despite Abu Dhabi’s denials. Cargo flights from the UAE land in eastern Chad at Amdjarass airstrip, just across the border from Darfur. Reuters documented at least 86 such flights carrying suspected weapons. From Chad, arms move overland into RSF-controlled territory. Other routes run through Somalia, Libya, and the Central African Republic.

Kreig explains the supply network: “The drones themselves rarely need to travel as complete aircraft. The most resilient model is modular transport: airframes, engines, datalinks, optics, batteries, ground control components, and munitions moving separately under commercial cover.”

This system is self-financing. The same routes that bring in drone parts carry gold and cash back out, creating a profitable cycle that sustains the war.

According to data from Armed Conflict Location and Event Data (ACLED), the five regions hit hardest by drone strikes are:

• Khartoum: 440 attacks, 403 killed

• North Kordofan: 122 attacks, 548 killed

• North Darfur: 118 attacks, 577 killed

• West Kordofan: 90 attacks, 567 killed

• South Kordofan: 65 attacks, 396 killed

RSF drone attacks have killed over 780 people. SAF strikes have killed more than 1,800.

One attack stands out for its brutality. On December 4, 2025, the RSF launched three drones at a kindergarten and hospital in Kalogi, South Kordofan, killing more than 114 people, mostly children.

In May 2025, the RSF demonstrated its long-range capability by striking Port Sudan on the Red Sea, which was 1,600 kilometers from its western strongholds. The attack on Osman Digna Air Base involved 11 strategic drones, with reports suggesting foreign technicians helped assemble them at the al-Atrun base near Libya.

Why Sudan Matters

Sudan shows what happens when drone technology spreads beyond traditional militaries. The RSF proves that a non-state armed group can challenge a national army from the air without having an air force.

The conflict also reveals how easily drones can be sourced and adapted.

“Sudan is a strong predictor for future conflict in fragile states,” says Kreig, “because it shows how drones change the balance for militias, not just for states.”

Unlike Ukraine, where drones are mass-produced and systematically integrated into military operations, Sudan’s drone war is more chaotic and improvised. But that improvisation makes it more relevant to future conflicts in weak states where armed groups have external sponsors but limited infrastructure.

What Comes Next?

Kreig predicts more conflicts will feature “externally enabled procurement, contractor advice at the margins, improvised munitions and a mix of commercial and military-grade platforms tailored for disruption rather than precision.”

If a paramilitary force with no air force can use drones to strike targets nationwide, any armed group with foreign backing can do the same. The technology is available, the supply chains exist, and the incentives for external powers to provide support remain strong.

UK Navy launches new crewless helicopter to counter North Atlantic threats

Criminal groups have increasingly used drones for surveillance or attack, and Bogotá responded with a modern counter-drone strategy. Expect this model to influence other countries facing similar hybrid threats.

Officials said the shield would combine several layers of defense. These included early-warning sensors to detect drones, electronic tools to disrupt control signals, and physical interceptors to stop drones that penetrated protected airspace. A central command structure would link these elements and coordinate responses across the armed forces and national police.

The government framed the project as a response to the growing use of modified commercial drones for surveillance, smuggling, and attacks by armed groups. Security officials said those threats had spread beyond rural conflict zones into cities and strategic facilities, forcing the state to treat drone defense as a core national security task rather than a niche military capability.

More broadly, this marks a shift in Colombia's approach to airspace security. Instead of relying on isolated systems or temporary deployments, the country looks committed to a permanent, nationwide counter-drone architecture, alongside expanded training and closer coordination between civilian and military authorities.

Haiti struck gang leaders’ homes in a drone-assisted operation

Why This Matters for Sudan’s War

Sudan has been torn apart by civil war for over 2.5 years between the national Sudanese army and the powerful Sudanese paramilitary group RSF. Early in the conflict, Sudan’s army dominated with aircraft and helicopters. But the RSF has increasingly acquired its own drones, allowing it to capture more territory.

This Pakistani deal could restore the army’s air superiority. Drones and attack aircraft would give government forces a critical advantage.

The conflict has displaced millions of people, but foreign powers continue supplying weapons to both sides. Sudan’s army claims the UAE is backing the RSF with weapons (which the UAE denies).

The Saudi Connection

The deal’s financing remains murky. Some sources suggest Saudi Arabia may be bankrolling the purchase or at least brokering it, though others suggest Saudi Arabia isn’t providing funds. Pakistan and Saudi Arabia are reportedly negotiating a defense deal worth $2-4 billion, and the Sudanese weapons could be part of that larger arrangement.

This gets more complicated because Saudi Arabia and the UAE, who are normally close allies, are currently feuding over Yemen, where they back opposing factions. Both countries are also supposed to be working together in a U.S.-led group trying to negotiate peace in Sudan. Now they may be indirectly supporting opposite sides.

Pakistan’s Rising Arms Industry

This deal represents a new moment for Pakistan’s defense manufacturing sector. The country is aggressively marketing its military equipment abroad:

• Libya: Just signed a $4+ billion deal for jets and weapons with forces in eastern Libya

• Bangladesh: In talks for fighter jets and trainers

• Growing credibility: Pakistan’s military equipment gained attention after its jets were used in a conflict with India last year

The country nearly defaulted on its debts in 2023 and is currently participating in a US$ 7 billion IMF bailout program. Defense exports offer a path to foreign currency and economic stability. Saudi Arabia and other Gulf states helped Pakistan avoid bankruptcy, and Pakistan may now be returning the favor by arming its regional allies.

Further, Pakistan has found a lucrative business model in manufacturing affordable military equipment (often based on Chinese designs) and selling it to countries that Western nations won’t supply. The deal isn’t finalized yet, but sources say it’s essentially done. That means more drones, jets, and weapons will soon be heading to one of the world’s deadliest conflicts.

Over the past month, drones in Sudan have shifted from an auxiliary tool to a central weapon of the civil war. Both the RSF and the SAF routinely deploy small armed and reconnaissance drones for targeted strikes, sieges, and harassment of supply lines; the pattern shows drones being used against airports, displacement camps, power and water infrastructure, and resource sites. External supplies and the documented flows of platforms and components from regional suppliers have increased the operational tempo and lethality of these systems. UN and humanitarian sources warn that the rise in drone attacks is magnifying civilian casualties and blocking relief efforts, while both sides increasingly claim successes in intercepting hostile drone swarms.

Overview of the Conflict in Sudan

The war in Sudan began in April 2023 when fighting broke out between the Sudanese Armed Forces (SAF), led by Gen. Abdel Fattah al-Burhan, and the Rapid Support Forces (RSF), a powerful paramilitary group commanded by Mohamed Hamdan Dagalo, widely known as Hemedti. The two factions had jointly overthrown Sudan’s transitional government in a 2021 coup. Still, disputes over integrating the RSF into the national army, control of security forces, and political power triggered a violent split.

The conflict quickly spread across the country. The RSF seized large portions of Khartoum, much of Darfur, and key economic corridors, using mobility, decentralized command, and local alliances to hold cities and neighborhoods. The SAF retained strongholds in Port Sudan and parts of the east and north, relying heavily on airpower, artillery, and external military support.

Civilian areas have been devastated. Cities like Khartoum, Omdurman, and El Geneina have seen mass displacement, widespread looting, ethnic massacres, and the collapse of basic services. The UN estimates that the war has triggered one of the world’s most significant humanitarian crises, with millions displaced internally and across borders.

Foreign involvement has deepened the conflict. Regional powers have supplied weapons, drones, and funding to one or both sides, amplifying their ability to sustain long campaigns. The RSF has reportedly benefited from equipment and financial backing from actors in the Gulf region, while the SAF has sought support from Egypt and other partners. This external dimension has prolonged the war and increased the sophistication of battlefield tools, including the growing use of drones by both factions.

As of late 2025, neither side holds a decisive advantage. The RSF maintains territorial control in major urban centers, while the SAF continues to control national institutions and coastal access. Peace talks have repeatedly stalled, and ceasefires have broken down within days. Mediation efforts by the African Union, the United States, and regional blocs have failed to halt fighting or stabilize humanitarian routes.

The conflict has transformed into a multi-front struggle featuring urban warfare, ethnic violence in Darfur, battles for gold-producing regions, and increasing drone strikes on military and civilian infrastructure. Without a political breakthrough, Sudan risks prolonged fragmentation, deepening humanitarian collapse, and further militarization by armed groups aligned with either faction.

21 October 2025 — Drone strikes threaten Khartoum airport reopening

On 21 October, early-morning explosions near Khartoum International Airport disrupted plans to reopen the facility by damaging perimeter areas and forcing authorities to delay civilian flights. Witnesses said multiple small drones were involved, and local officials warned the airport remained unsafe as fighting between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) continued nearby.

11 October 2025 — Deadly RSF drone and artillery strike on El Fasher displacement camp

In early October, a combined drone and artillery assault by RSF elements killed scores of displaced civilians at the Dar al-Arqam shelter in El Fasher, North Darfur, hitting a university campus refuge and overwhelming medical responders. Local aid groups and hospitals reported many children and women among the dead and wounded, and humanitarian groups say the attack deepened an already catastrophic protection crisis.

24 October 2025 — UN expert warns of escalating drone attacks on civilians

By acting together, Nordic countries could create a model for how smaller nations cooperate on advanced technologies without losing autonomy.

Meanwhile, Sweden has recently called on the European Union to simplify its drone procurement standards to make it easier for member states to share systems and data. The Nordic deal aligns with this to make Europe’s defense ecosystem more integrated and adaptable.

For now, the focus is on planning and assessment. Still, the Nordic countries are preparing for a more turbulent security environment by pooling their technological and industrial strengths. In a world where drones have become essential on the battlefield, working together may be the most innovative way to stay ahead.

Turning the sea into a new front

The Sea Baby drones began as small explosive boats designed to ram into enemy targets. But recent findings suggest that the latest versions can travel over 1,500 kilometers and carry payloads up to 2,000 kilograms. Even more interesting is that new configurations include rocket launchers and automated turrets, transforming Sea Baby drones from disposable craft into reusable, armed vessels.

This evolution matters because Ukraine is using these drones to strike at Russian assets far from its own coast. According to analyses, key Russian ships have already been redeployed away from the Crimean Peninsula in response to these new threats.

How the Sea Baby changes the game

Ukraine’s approach to maritime warfare is shifting. The newest drones can act as modular platforms, carrying rocket pods, machine-gun mounts, or even launching small aerial drones depending on mission needs.

Military planners now talk about deploying “drone squads” — groups of 10 to 20 Sea Babies working together like a small fleet. Reports describe these formations as capable of scouting, attacking, and defending simultaneously, a significant leap in naval flexibility.

On the battlefield, small, cheap drones kept producing big results, including fires at refineries and a major gas plant, showing how persistence and precision can cripple key logistics nodes. Border incidents, from Lebanon to the Afghan-Pakistani frontier, proved that drones are now tools for signaling and punishment alike.

Off the battlefield, governments are moving from pilots to permanent programs. The EU’s “drone wall,” U.S. World Cup defense plans, and new military task forces highlight the normalization of counter-UAS infrastructure. Industrial policy is catching up: Berlin’s €10 billion plan and the U.S. Army’s mass-production drive both mark a shift from experiments to ecosystems. Supply chains remain the wild card; foreign parts keep slipping through, sustaining both sides of modern drone warfare.

Outlook

Expect energy-sector strikes to continue through winter as each side targets the other’s fuel systems. Civilian infrastructure will likely stay under strain, prompting stricter airspace rules and more airport false alarms.

On the technology front, look for the first mass-production milestones in 2026 and expanding manned-unmanned teaming as allies plug into U.S. programs. Finally, legal battles, like DJI’s challenge to the Pentagon blacklist, will shape what fleets agencies can buy and how fast they can adapt.

As Moscow’s military offensive grinds on at Europe’s eastern edge, tensions are skyrocketing on the continent due to repeated, brazen violations of European airspace deliberately orchestrated by Russia. Europe has announced counter-measures, in the form of a “drone wall” to combat this new threat.

Between September 9 and 10, 19 drones were spotted entering Polish airspace. A Nato-led air defence response was immediately activated, with Polish F-16s and Dutch F-35s scrambled on a quick reaction alert mission. Three of the drones were shot down, while at least eight others crashed within Polish territory. Another drone penetrated as far as 260km into Poland – deeper than the capital, Warsaw – forcing the temporary closure of four airports.

An even more severe incident occurred on September 13, when three Russian MiG-31 fighters violated Estonia’s airspace for over 10 minutes. The aircraft flew parallel to the border, penetrating less than 10km into Estonian territory before being escorted back by Nato fighter jets.

Poland and Estonia invoked Article 4 of the Washington Treaty, a collective consultation mechanism triggered when “the territorial integrity, political independence or security of any of the Parties is threatened”. Nato responded by condemning “Russia’s reckless actions” and vowing to bolster the Alliance’s “deterrence and defence posture, including through effective air defence”.

There have been further suspected breaches in Denmark (which had just announced the purchase of “long-range precision weapons”), Finland, France, Germany, Latvia, Norway, and Romania. On October 3, drone sightings caused Munich airport closed for a few hours, and nearly 20 flights were cancelled.

What is Russia up to?

Through these intrusions, Russia wants to test the readiness of Nato’s mechanisms of collective defence. Putin wants to know how far Europe is willing to go in defending Ukraine in the face of the US’ ambivalent foreign policy. In other words: is Nato’s Article 5 still a credible deterrent against the Kremlin’s imperialist plans?

Russia’s strategy has clearly taken such a direction in the aftermath of the unsuccessful Alaska Summit between Trump and Putin on August 15 2025. The meeting yielded no concrete measures and, to make matters worse, Trump openly acknowledged the impossibility of reaching a ceasefire between Russia and Ukraine.

Putin’s brinkmanship – the practice of pushing a negotiation to the edge of open conflict in order to achieve a desired outcome – has to be interpreted as a hostile signal. The Kremlin is saying they do not want to stop fighting (yet), as they perceive an advantage in prolonging the war. What’s more, they are putting their foot on the accelerator.

Dummy drones and the ‘grey zone’

The aim of this calculated escalation is confirmed by the Kremlin’s weapon of choice. Most of the downed or recovered devices have turned out to be Russian-made Geran-2 (Geranium-2) kamikaze drones, a simplified and cheaper version of the Iranian Shahed-136 widely used in Ukraine.

These drones are mainly employed as decoys to saturate and distract air defences, though they can also perform reconnaissance and opportunistic attacks with small explosive payloads.

Russia’s reckless actions also have a second goal in mind: gauging the overall cohesion of Western public opinions, and of Europeans in particular. The informational and psychological dimensions of warfare are at the heart in this kind of operation, and they have deep roots in Russia’s strategic thinking – especially in its most recent iterations.

This includes spreading misinformation through social media or empowering anti-EU, pro-Russian political parties, but it has now gone further – Russia is now deliberately operating in the “grey zone”. This is the space between war and peace where coercive, non-military actions are intended to achieve strategic goals below the threshold of conventional armed conflicts.

However, its recent provocations may risk escalating to an open war that, at least officially, nobody wants, and which would be devastating for all sides.

A united front?

Russia is testing Europe’s collective resolve by playing a dangerous divide-and-conquer game with the continent’s different threat perceptions. It may be working. German Chancellor Friedrich Merz has said that “Europe is no longer at peace with Russia”, and Danish Prime Minister Mette Fredriksen has argued that “Europe is in its most dangerous situation since second world war”, but other European policymakers seem unwilling to adopt such an assertive stance.

Furthermore, the widespread pro-Palestinian protests that erupted in the wake of Israel’s interception of the Gaza aid flotilla have underscored the persistent differences in threat perception within European societies. These divisions are not only shaped by geographical or other physical factors, but also ideological alignments – pro-Palestine positions are largely associated ith left-wing sentiments, while pro-Ukraine attitudes are linked to centrist or right-wing views. Europe’s weakness – reinforced by the inconsistencies of US foreign policy – accounts for much of Russia’s strength.

Despite these differences, the recent meeting of the European Political Community (EPC) in Copenhagen saw European leaders projecting an image of unity, cohesion and resilience as they approved a new flagship initiative emblematically called the “drone wall”.

This would not be a physical barrier but a layered network of detection and interception systems. It would build on the existing anti-drone capabilities of individual European countries.

As of today, little is known about what this “wall” will actually look like, how long it will take to be executed (Germany’s Defence Minister, Boris Pistorius, said it could be a matter of three or four years), and who will be in charge of its implementation –the European Commission or the member states?

Warfare is evolving

What is utterly clear is that EU and Nato countries have to adapt their air defence systems to a changing strategic landscape. The threat posed by Russia no longer comes solely from fast-moving-devices – aircraft, ballistic, cruise, or even hypersonic missiles – but also from the rapidly evolving technology of unmanned drones. This new threat must be countered by incorporating cheaper electronic warfare methods, including jamming, spoofing or disrupting the electronic signals that drones rely on.

The war in Ukraine has already shown that drones are a gamechanger in 21st century military strategy. They are cheap, small (which means hard to detect with existing technology), able to inflict significant damage, and overall capable of posing a disproportionate threat. Drones are making international security more dangerous and unstable as they shift the military balance away from defence and towards offence.

For this reason, streamlining defence systems against drones is a strategic necessity for Europe. The response of EU and Nato member States has to be decisive, quick and effective, since at this point a much more aggressive action from Russia – a terrestrial invasion of the Baltic States – can no longer be ruled out.

Late on the night of 22 September 2025, a drone attack in Port‐au‐Prince's Cité Soleil neighborhood killed at least eight children and left several others injured after a projectile believed to have been targeting a gang leader was fired from a drone.

What Happened

Here is what we know so far:

• The National Human Rights Defence Network (RNDDH), a human rights organization, stated that the explosions resulted from two kamikaze drones launched by the Haitian National Police task force. The Haitian police and prime minister’s office have not commented on the situation.

• The attack occurred in Cité Soleil, one of Port‐au‐Prince’s most densely populated and impoverished areas.

• Cité Solelil is controlled by Viv Ansanm, a major gang alliance recognized by the U.S. as a foreign terrorist group. One of Viv Ansamn’s leaders, Jimmy Chérizier, promised to seek revenge for the attacks.

• Eight children died and six others were wounded.

How Haiti’s Gangs Might Be Using Drones

The recent strike in Cité Soleil poses the question of how drones are being used in urban gang conflicts, and what might that mean for Haiti in the future?

1) How gangs and state actors in Haiti are likely using drones now

• Surveillance and intelligence: Drones act as eyes over areas that are otherwise difficult to access.

In Port-au-Prince, authorities themselves have publicly shown drone footage used against suspected gang leaders, and reporting indicates drones have been in use there since March 2025 and were first publicly signalled by police in June 2025.

• Kamikaze/weaponized attacks: The Cité Soleil incident and other reports of drone use describe explosive drones and drone-delivered projectiles being used to strike targets in populated neighborhoods, which is an escalation from surveillance to purposeful lethal deployment.

• Tactical harassment and area denial: Small armed drones can be used to harass rival gangs or force civilians to stay indoors. Violent non-state actors have a consistent history of adapting small drones in other conflicts to impose costs and shape outcomes.

• Low-cost, improvised weapons: Consumer quadcopters and off-the-shelf components have been repurposed as delivery mechanisms for explosives or grenades in multiple conflicts worldwide. The same technical pathway is plausible for gangs that have local access to parts and some technical know-how.

2) Why Haiti’s situation is especially vulnerable

• Extensive gang control and weak state presence: The United Nations and news reporting show that gangs control large areas of Port-au-Prince and have created environments where outside actors and local authorities struggle to operate safely, creating a permissive setting for both gangs and other actors seeking to use drones.

• Proliferation without accountability: Where oversight and rule-of-law are weak, drones can be purchased or repurposed with little traceability and used with minimal risk of immediate investigation or restraint (as seen in the contested attributions around recent strikes).

3) The likely trajectories and international precedents this may create

• Normalization of aerial lawlessness: If drone strikes in urban areas become a repeated strategy, whether used by police, private contractors, or armed groups, other criminal organizations and fragile states could adopt similar tactics. Mexico and parts of the Sahel already demonstrate how criminal and insurgent groups utilize this accessible technology. Haiti is at risk of becoming part of that trend.

• Arms-race dynamics among local actors: The deployment of weaponized drones tends to prompt rivals to acquire similar tools or countermeasures, driving a rapid escalation that is cheap to sustain but costly to civilians. That dynamic was visible after ISIS and cartel drone use, and could recur in Haiti.

• Wider regional spillover: If drone tactics reduce the costs for gangs to enact violence, neighboring states and transnational criminal networks may incorporate similar playbooks, complicating regional security and humanitarian responses.
